College Affordability Act (CAA)-Higher Education Act (HEA) H.R. 4674
House Democrats introduced revised HEA legislation last Tuesday. The over 1,100 page legislation is the long awaited reauthorization HEA legislation now called The College Affordability Act (CAA). The legislation includes provisions related to student aid and institutional support for institutions that have historically not received support. It also includes changes to the student loan repayment. The bill also authorizes changes to Title IX and addresses institutional accountability and quality. Much of the reauthorization is critical in that the legislation links to funding for Hispanic Serving Institutions as well as Historically Black Colleges and Universities, Tribal Colleges and Universities along with Minority-Serving Institutions. It is very possible that this portion of the legislation (Title III), will move forward due to the funding stream for these institutions. There will be much to debate in other portions of the legislation due to complicated processes and unknown outcomes and very likely will stall when it gets to the Senate floor.
